Oh, yeah - it's been a pipe dream for the billionaires and warhawks since the early 00s. Granted the warhawks from 20 years ago were thinking of it as against Russia, not against NATO, but still. -

Also the 'northwest passage' trade BS with Russia and China via global warming. Hell, the 'rich friends' includes Putin telling him how lucrative it would be, I'm sure.
