"Who is going to stop me?" is not a rhetorical question. It's a strategy question.
US Congress is not going to stop him.
And the int'l community isn't up to the task either.
And once the answer to the question becomes "no one", then he just goes and does what he wants - even when the ends don't justify the means.
Trump is an international problem, not just a US problem. American citizens largely if not completely dislike him but have limited recourse.
Int'l orgs need to step up.
