I'm referring to the underlying culture that lets and encourages trained agents to shoot to kill in a civil policing context, with the expectation that there will be no consequences, not even an investigation.
Imagine how that affects everyone, including new ICE agents, who have little training or context, and existing agents, who were hired because they were prone to be racist and violent skinheads.

That. In the descent into authoritarianism, we are still very much in the “consolidating power” phase — and that phase can still fail. In fact, it looks a lot less successful now than it did 6 months ago.
