They believe it’s been upgraded to shot and killed another human being.
We don’t know the details but given the habits of ICE the most likely thing to have happened is they just shot somebody because they are brown shirt thugs

I posit the question of if a pack of wild dogs was maiming and killing people in a town, what would be the appropriate response?
