something like note on the door gets carried to next street corner collection point, address instructions protocol on envelopes, common sense distribution nodes, no central infrastructure, random P2P handovers etc ?

@aramba in Germany it often is the fireworkers and police with loudspeakers driving through streets - i.e. when there was another bomb from WW2 found in a constructions side or when roads are opened for cables etc.
They do this to reach people urgently in situations of danger. And then they go door to door, to see if elderlies and sick people need help getting out of their appartments.
