I’m hoping it will at least boomerang onto Todd Lyons, the acting ICE chief who signed it.

The regime turns enforcers into criminals not merely because it needs them to commit crimes, although yes of course it does -- it needs them to have a vested interest in preventing a return of the rule of law.
Same with Trump's tweets about #Iran protests: the instruction to "save the names" was as much a message to the regime's enforcers as it was to the protesters. That death toll is on him, too.

That makes sense. Hopefully there will be a lawsuit naming specific agents AND Lyons.
