"This is the best interpretation of Gotham City I have ever heard. And in that line of thought, it's kind of ironic that the alleged good guy millionaire has to secretly clean up the mess (fighting against criminals) he himself has caused by hoarding the wealth. -

Which would also mean that he never has to be Batman again. Problem solved."

The more realistic version would be:A billionaire bribes the local police so they let criminals run rampant, thus allowing said billionaire to play the vigilante.
Maybe he funds the criminals too, so they can both come up with James-Bond-worthy evil plans and be weak enough so that an elderly man and his teenage "partner" can beat them up.
