Does someone who is fluent in EU politics know if the statement "EU declares trans women are women" is implemented in a way that is binding for member states and secure against a far-right majority, or is this just a gesture? After seeing how fragile queer rights were in the US, I need queer rights that have meaningful weight behind them before I celebrate.

Its not binding but its a slightly more than a gesture. According to this its to inform the EU position at the U.N. Commission on the Status of Women

As a British person in the EU I hugely appreciate the sentiment even if its not binding compared to the direction of travel that the UK is going in

It is not. But it's also not the intention.

It's "input" / "instruction" from parliament for a UN meeting on women's rights (that's why it doesn't mention trans men).

"Emphasizes the importance of the full recognition of trans women as women, noting that their inclusion is essential for the effectiveness of any gender-equality and anti-violence policies; call for recognition of and equal access for trans women to protection and support services" -

This is probably more in line with an "internal policy": https://commission.europa.eu/strategy-and-policy/policies/justice-and-fundamental-rights/combatting-discrimination/lesbian-gay-bi-trans-and-intersex-equality/lgbtiq-equality-strategy-2026-2030_en
